I think I remember reading a while ago that they changed the return of mana for explosive shot so that the sum of the mana returned for all three ticks will be the same as an instant shot- 3% of your max if you have a 3.0 speed weapon. Is this true, or is each tick of explosive shot returning the full amount?

I just tested this on a Heroic Training Dummy and found that I was getting back 355 mana for each tick of Explosive shot. I have 12686 total mana and am using Talonstrike, which is 2.80 weapon speed.
355/12686 = 0.0279, or 2.8%
So, each tick is giving the full amount.

You will regen the full amount with every explosive shot tick.
