Some combination of Thunderstruck + Damage Shield + Blood and Thunder + Improved Rend + Deep Wounds. That's still subject to change, obviously.

Protection warriors will have a talent called Thunderstruck that will leave a Consecration effect after they hit Thunder Clap. This should help out with large groups of mobs and likely be even better than Consecration in that it gives a bit of burst threat whenever it is dropped in addition to the threat gained over time from the dot.
