You can put the addons in the interface/addons/ directory within the WoW installation.

I must admit, that's strange. The other thought is that they could be stored in c:\users\public\games\World Of Warcraft\interface\addons if you're on Vista or XP. Try renaming the WoW folder of that, and see what happens [rename, don't delete] – Baberth (Mar 11 2011 8:18 AM)

If the question is "Can I put my addons on a different harddrive" (for your personal preference or something) then No. You cannot.

If the question is "I installed WoW on an external drive, where do I put the addons ?" then find the folder for WoW on that harddrive, and put the folders with the addons in the WoW/Interface/Addons folder. Next time you log into WoW you will see a red button in the bottom left corner of the character selection screen that wasnt there before.

To copy the settings of your addons, you need to copy the folder WoW/wtf/account/your user name. You'll also need to copy the addon folder as mentioned before.
