How can I get to Honored with Lower City at 60?

I have a level 60 alt. I have no plans to have her advance further, as I believe the level 60 gameplay is far more appealing than the current endgame. She's an enchanter, and I've love for her to get the Enchant Ring - Stats recipe from the lower city quartermaster. However, that requires Honored with the Lower City. Is there any way for me to raise her rep with the Lower City at level 60?

From what I've been able to gather, the answer is no, not at level 60.

Now, if you were to level to 62, you'd be able to repeat this quest, The Outcast's Plight, turning in feathers that would raise you to honored.

The Outland portion of Childrens' Week awards 1660 Lower City rep. That amounts to honored in 6 years of the events.

Sadly, I believe that this is indeed the only way (along with perhaps a few other world event quests) at level 60 to raise your reputation high enough, as the minimum level for any other quests related to Lower City is level 62, which also happens to be the minimum level required to enter Auchenai Crypts (Sethekk Halls & Shadow Labyrinth both require level 65). – Spazmoosifer (May 11 2011 12:09 AM)

I think you can get into Auchenai Crypts and Sethekk Halls at 55, but I'm not 100% sure about that. So if you had someone to run you through those, they both should offer lower city rep.
